Desperate robbers

The leaders of the wafs issue free charters to their most desperate subjects. Anyone who receives such a charter has the right to kill and rob anyone, anywhere, without reporting to the leader or paying him tribute. These wafs are our main enemies. Please deal with them and bring me ten free charters.
